1. IMPORTANT NOTE REGARDING MARCH 3, 2020 PRIMARY 

Santa Barbara County’s 3rd District seat is on the ballot this March 3, and it’s really important to Goleta residents who is elected.

As some know, most west Goleta residents are in SB County’s 3rd District, and are currently represented by Supervisor Joan Hartman. 

Some Goleta residents wonder if they should care who is elected County Supervisors, since we already have the City of Goleta. The short answer is YES. First, although it’s called a “primary,” the 3rd District election in March will be final if the winner receives more than half of the votes cast. 

Second, there are good reasons why Goleta residents need good representation by the SB County 3rd District Supervisor, as outlined in a recent item in the SB Independent copied below. Please have a look.

Why does it matter who is the 3rd District County Supervisor? If you have a city council, what’s left for county government to do? 

The answer is that the county covers a much broader range of services than city government, including health-care services for children, seniors, and the disabled; services for alcohol, mental health, and drug addiction; and public health programs for epidemic diseases (very timely right now!). It includes the District Attorney’s Office, jail, and probationary services; elections; and tax collection. Most cities contract with the county for police and fire services. County agencies like the Air Pollution Control District (APCD) monitor emissions from oil facilities. The Board of Supervisors oversees land use issues outside cities – including the Gaviota Coast, Goleta Beach, and huge swaths of open space. The county also has jurisdiction over most agricultural areas. 

Whoever occupies the 3rd District seat (covering a wide area from Goleta to Guadalupe, including the Santa Ynez Valley) is a crucial voice and vote on all these services. If they are competent and capable, we are well represented. If they promote special interests and aren’t committed to transparent, community-based governance, we are in trouble. 

Joan Hartmann has consistently proven herself to be an honest, highly capable representative of and for the 3rd District. We are fortunate to have her overseeing all of these areas. When you vote, on or before March 3, keep that in mind to ensure that those many services continue to meet our needs.  [end of Indy column]

These accomplishments are reflected by who have endorsed her:– Local Sierra Club’s endorsement recognizes Joan Hartmann’s long time protection of the environment, especially fighting to end fracking and closing and removing Venoco’s Ellwood Oil processing facility.  

 – Santa Barbara County Firefighters’ and SB County Deputy Sheriffs’ endorsements show that Joan Hartmann’s dedication to keeping us safe.

– Community Leaders’ endorsements (including Goleta’s Mayor Paula Perotte) confirm that Joan Hartmann is the person people want to work with to deal with regional challenges such as water, traffic, high cost of housing. 3. GOLETA’S ZONING ORDINANCE REVISION GOING TO GOLETA CITY COUNCIL FOR APPROVAL FEBRUARY 18, 5:30 PM

Following years of work and careful consideration by Goleta Staff, Planning Commission, City Council, and many, many public hearings involving residents and businesses, Goleta’s New Zoning Code is “ready for prime time” final consideration by Mayor Paula Perotte and City Council, final public comment and approval. 

This new code will provide the city staff, the public and those who live and work in Goleta much more clarity, consistency and predictability on how every square foot of land will be treated in Goleta. The new code finally brings Goleta’s new Zoning Code into line with Goleta’s General Plan.
